Andres was born and raised in Caracas, Venezuela. He studied International Relations at the Central University of Venezuela, and was an active member of the National Student political movement seeking democratic change in his country.
He came to the United States in 2019 to intern with the Cato Institute, and later worked with The Fund for American Studies as an Outreach Fellow and with Students For Liberty as a Research Associate. Before coming to WPAi he interned at the Hill with Rep. Mark Amodei.
He lives in Washington DC, and enjoys movies, cats, and cooking.
